APIm Integration: Spike - create/scaffold a LB project from within Arc #1580

As a SL user running Arc, it would be good to be able to create/scaffold a new LB project through the Arc interface so that I don't have to run slc loopback first and then run slc arc from within the directory.

At end of Spike: We create a req doc, break up into backlog and make a plan. If feasible, a stretch goal is to implement a poc.
