Detect and message non-Evergreen Browsers (not supported) #847

Is the story about supporting browsers or creating a list of browsers to test against?

I think this is the 'epic' to cover all the related stories covering our browser support levels.

If so I can create an Epic and remove this empty story, it simply adds to confusion. However where are all the related stories if we need to tag them with the proper Epic?

I would like to integrate the http://browsehappy.com/ banner from HTML5 Boilerplate on non-evergreen browsers. I'll try to find a screenshot of what it looks like for effected users.
