sqlite3 is a required dep, even when json db is being used #324

its required via sl-pm.js requiring log/upgrade-db.js, which latter should only require sqlite3 if its doing an upgrade

its also required via Minkelite, which should have the sqlite module injected if it exists, not be a hard dep.
