Accept BLS keys and run in masternode mode #3

masternode-deploy should accept existing BLS operator keys for masternode configuration, or generate new keys as necessary and supply strings to the user for creating protx.

Done, conditionals now allow starting up in masternode mode, but protx still happens externally
