Update version of structurizr-dsl to 1.28.3 #109

Ensures compatibility with latest structurizr-lite and structurizr-dsl components.

Would like this to updated so that the CLI does not fail validation on a workspace that contains a "properties" element required for nesting groups.

I've updated build.gradle with the new DSL and export versions ... making a release is on my todo list for next week.
