Mediator should probably implement:

Forwarder should relay failed messages to the sender chain.

?. These are the methods available on the AMB. Also, the messages should never fail. What is a fail scenario?

Also, if we do any sort on error handling, we have to do it twice (BSC<->xDAI and xDAI <->ETH)
