Unable to compile for windows , showing error as mingw32 make -command not found,inspite mingw package is installed ...

On my Fedora machine "mingw32-make" is a part of package "mingw32-filesystem-101-1.fc25.noarch". It seems you're missing some installed packages for 32bit mingw.
