MAINT: use GitHub actions for CI/docs #97

What does this PR implement? It implements GitHub actions for testing and documentation. This is required because my free Travis-CI credits have expired.

The tests at least start running now... but are canceled part way through for no apparent reason. I'll dig into it.

Now, the tests are running (they're not hanging indefinitely anymore then getting canceled after more than 5 hours). However, I'm facing issues with the server not receiving the proper authorization.
