Update runners to Ubuntu 24.04 #15

Update the workflows to Ubuntu 24.04, additionally drop the clang workarounds. This should also allow testing the thread pool with valgrind, since it'll have a new enough version.

Work started on update-workflow, currently waiting for a patched clang-18 to land in Ubuntu 24.04
