Filters do not apply on Windows 8. #24

What steps will reproduce the problem?
1. Using Windows 8 64 Pro

What is the expected output? What do you see instead?
I expected to see either 3FL or Internode when downloading (iiNet, Western 
Australia). Instead I saw WAIA, a non-free source. I tried several times, 
adjusting my custom filter rules numerous times.

What version of the product are you using? On what operating system?
steamlimit-0.5.4.0.exe. Windows 8 64 Pro. No Antivirus software installed. 
Fresh installation w/some basic software from ninite and skype installed.

Please provide any additional information below.
Using another piece of software which applies IPSEC filters had the same 
results, though that could have also been downloading from HTTP sources.

On top of the above issue, when the steam-limiter window is brought up, 
sometimes it disappears. I noticed it mainly happens when I move the mouse. I 
assumed it was Windows 8 being weird.

Hmm.. I've just noticed the limitation "Steam holds connections Open" - I'll 
test to make sure I wasn't being a dumb the other day.

While I don't have evidence for this, I did also get metered while using this 
filter on Windows 8 64-bit with Internode. However, quite often many games will 
throw up a "scanning for game updates" error and will stay stuck on there. The 
only way to get around it is to kill the filter and play the game. Obviously 
the filter is having some effect, but it's not doing the main job it needs to 
do. Perhaps Internodes filter needs updating since being taken over by iinet?

Further investigation results in many pulls from http://ix.asn.au/ ip's 
(especially  103.2.117.6 and 103.2.117.70) which are NOT unmetered!

After reading up on the filter a bit, I realized that the filter needs 
updating. Sadly, steam seems to pull from many ip addresses it shouldn't. I 
tried making a custom filter but any apparent attempt to block isx.asn.au 
completely kills almost all steam connections. It's possible I haven't got the 
filter setup right however. 

Regardless, the filter still does work, so ignore my previous comments. The 
problem is that the internode filter needs updating.
