Steam downloads will not start #36

What steps will reproduce the problem?
Steam-limiter hasn't been working for myself and all of the dozen-or-so people 
I've so far checked with in my district (Dalby-Chinchilla-Miles area, 
Queensland, (about 3 hours inland from Brisbane)) for the last three weeks or 
more.

What is the expected output? What do you see instead?
-Expected: Steam downloads to be unmetered
-Actual result: Steam downloads fail to start

What version of the product are you using? On what operating system?
-Steam-limiter 0.7.1.0 (same as for the last year or so)
-Windows 7 Home Premium (64 bit)

Please provide any additional information below.
According to my motherboard utility xFastlan, the only connection steam is 
currently making is to the ip 103.10.125.16 (A server owned by valve, operating 
in Hongkong).  Before steam-limiter stopped working, I wrote down the IP 
203.39.198.136- the address through which steam games were downloading.  This 
IP is apparently unreachable, according to multiple different sites:
-http://ip-lookup.net/index.php
-http://www.downforeveryoneorjustme.com/203.39.198.136
And is confirmed to belong to Telstra by:
-http://dig.whois.com.au/whois.php?dom=203.39.198.136&submit=WHOIS+Lookup
-http://www.iplocation.net/
-http://whatismyipaddress.com/ip/203.39.198.136

Yeah, mine hasn't been working either.

I have to close limiter down in order for downloads to work, and so it is 
metered :(

I don't see a mention of what your ISP is. If your ISP is Telstra, then the 
problem is that just recently they shut down their Steam server and no longer 
have any support for unmetered anything, per Issue 35.

Telstra did announce that their entirely pointless Gamearena website and game 
servers were hosting, but the fate of the Steam downloads were not clear. 
However, it did end up going away at the same time as the Gamearena site 
shutdown and evidently shutting down all unmetering was intended by Telstra 
even though they didn't make that clear until after it had happened.

Thanks :), that explains a lot, it is Telstra.

What a pain, I don't suppose you know of any other NZ ISPs offering unmetered 
downloads for Steam?

Just to be clear, Telstra aren't an NZ ISP, they're an Australian one. In NZ, 
we instead had TelstraClear (formerly Clear Communications), who are now owned 
by Vodafone NZ.

Vodafone NZ still run a steam proxy like TestraClear did, at 
steam.cdn.vodafone.co.nz aka 203.167.129.4 that is unmetered for the old 
TelstraClear customers, but my understanding is that other Vodafone customers 
don't get it unmetered. That's working fine, I download games from there.

I've had one report recently of that not working, at

However, every game I have seems to download fine. As I explain in the thread 
there, the only exception I can find is the new patch to GTA: San Andreas, 
which won't download from TelstraClear, but the reason that won't download is 
that Valve aren't allowing the patch content out to regular Steam servers where 
we can get it unmetered, for some reason known only to them.

Since I'm on TelstraClear, if you have any problems with it I can look deeper, 
but the important thing is to find a game you have trouble with that I can try, 
because *every* download I've tried other than the new GTA: San Andreas patch 
still works fine. In the thread above the poster mentions some games that I 
don't have, but you can see my game library at 
http://steamcommunity.com/id/nigel_bree/games/?tab=all and if you can find one 
of those games that you are having trouble with, then I can look deeper at it.

But like I said, other than that one GTA: San Andreas patch, which is not 
downloading because Valve aren't letting it onto the unmetered servers, 
everything is else I've tried is still working fine.

Hmm ok well...

I am on Vodafone, previously TelstraClear so I guess I shouldn't be affected.

The details on my limiter are as listed, steam.cdn.vodafone.co.nz and I use v. 
7.1.0.

What happens is, when games download updates or even try to install, it will 
stay on 0/0 until I close the limiter down ^^;;

I am not sure what is going on, but it has been for the past 2 weeks I have 
experienced the issue.
