Whitelist URL #9

Create URL where large companies can acquire the “Red Flag Icon” or another reporting method.

Large Corporations agree to return stolen funds to register their public keys to the Whitelist (Whitelisted keys cannot be added to the blacklist and therefore will never have their transactions rejected unless the other key involved is blacklisted.)

(If funds are returned, do we clear blacklisted keys - legality and ethics question of accountability) - Bitcoin Association needs to weigh in on the degree to which we hold secondary keys responsible for stolen funds.
