Data available at http://rangeland.ntsg.umt.edu/data/rap/rap-vegetation-cover/v3/.

Add vegetation cover and biomass through 2022.

Initial tests on Ceres are looking good as of https://github.com/stuckyb/gcdl/commit/1786f88a5820c06f5307a9e1508f3ab0a1c8e400, but some more rigorous testing is needed.
