locally stored tiles #45

We need to support datasets that are stored locally as tiles (e.g., GTOPO30).

Implemented with f204893cc5dcb4fd, cb7a0cc126309cdea1f and related commits. Currently, only single-file-per-tile datasets are supported, which matches our current need. I think we can consider this closed until a more complex implementation is required.
