A machine that has a context menu to select any coodinates, and upon being powered will send a winch to the selected location. Works the same as the basic winch, but can "extrude" in any direction. (Toggle sends in reverse) The winch (Tether) itself must have a simplistic design, being a square or maybe through the context menu, can be a different set shape.

The basic winch is not flexible enough for certain contraptions. This will be very useful for designing "conveyor" belts and to send items in any direction autonomously.
