This would be a menu option or setting that would allow you to make rain and other effects be on the layer of your choice. Either like the menu that already exists for objects or a preference in the settings that allows you to make rain always be on the top layer. Either that or make group layering better but I think that editing the layer of the rain/fog/snow would be easier.
Feature purpose
It would make things much quicker and easier for people trying to make screenshots or film. In its current form it makes me want to die as I use an auto clicker for over an hour just for it to not even go on the correct layer. I believe that this change would be a huge quality of life improvement for everyone and would double the lifespan of the people playground community.
