Improve editor padding #358

Remove the cascading padding and only apply to top level containers to bring controls into view.

How to test

  1. Add a container block, make it full width, add content to it. Ensure that the left/right padding is only applied to the top level container, and doesn't cascade down to the blocks within.
  2. Test against container, columns, and pricing table.
