ci: quick adjustments to CircleCI Config #351

This PR is a quick adjustment to the CircleCI config to only allow the branch_deploy job to deploy artifacts to the staging S3 bucket.

It also has a small fix to the makePIServiceData.js script in the event that certain environment variables aren't set.
