balkan war does not trigger with 1900 start date

news.106 and news_1941.3 (many other events in these files) that trigger while capturing territory. The duplicate events have the same trigger condition but different text and some have images and some have no images.

I think this happens because of the "early wars" in events/0RON_EarlyWarsCountryEvent.txt. Picking the options gives a possibility for a civil war. The AI has to pick one of these three options, so there is always a change for an ahistorical civil war in DNC start date. I suggest changing this to have at least one option that guarantees no civil war, and have the AI always pick that, if historical is chosen.
