An updated UI for the tools.

Hi, it would be great if you could describe these changes in a sentence or two, too busy to have a closer look right now. I'm guessing most of these 4k changes are whitespace? Thanks.

Hi, sorry. I'm new to GitHub so I'm very unfamiliar with how things work. Anyway, I made only UI changes.

Shortened names (tool-tips adequately describe functions anyway)
Reduced box usage (boxes added clutter and I thought were used too frequently)
Restricted panel to "Tools" tab in 3D View and "Solve" tab in Movie Clip Editor
Replaced the "set image as background" operator with the built-in one (clip.set_viewport_background)
Made capitalization consistent with Blender's current UI
