fullautomatic guns for admins #4

This change lets admins (people with server privilege) shoot guns automatically after <= 2 seconds if they hold left click without using munition. https://mediacru.sh/1G-5YvWcL4-m

White I am happy with this idea in principle, I fear not everyone would welcome it. For instance, some admins may actually want to 'play' the game but could easily give themselves unlimited ammo. There is also the concern of adding another globalstep iterating through all connected players which is not such a big deal in itself, it is something I have tried to avoid so far.

I will include this but will have to make it an optional extra and disabled by default, hope your'e ok with that.
