The way I would see this working is by dragging a course directly underneath the table/list, at which point a visual indicator is displayed to let the user know that they can drop the course there to add a new year to the sequence. At any point in time, if an empty year exists at the end of the sequence (no courses and no work terms), it should be instantly removed.
