Fixed MECH and INDU sequences #83

resolves #39

Summary

The sequence scraper has been fixed to follow the format discussed in the comments section of the issue in question for MECH and INDU sequences. At this point, there are no real discrepancies between any of the sequences we currently support and the output of our sequence scraper, so the document PerfectionChecklist.txt has been removed.

There's nothing on the Concordia site saying that you must follow any of these recommended sequences. They're simply recommended. Therefore we should definitely allow the user to drag those technical electives elsewhere in the sequence at their own (in)convenience

@PeterGhimself , we shouldn't be thinking about non-essential features until the MVC is done.

special drag and drop restrictions have nothing to do with the initial implementation of drag and drop
