✨ Arrangeable sidebar and topbar #308

Relates to #245

PR adds the ability to rearrange and hide items in the main sidebar/topbar. The backend changes support configuring the homepage, as well, however I'll likely add that functionality in a follow up PR. It depends on if I decide to merge this in before releasing 0.0.2.
