Regions and Nations detection is unreliable #10

Routes aren't always found in the region you might guess - for example, most of Carlisle seems to be in the North East, not the North West, region of England.

Fixing buffering (i.e. by converting to British National Grid for buffering and then back to WGS84) might help a bit.
