Depend less on macOS runners #17

Most of the GitHub Workflow jobs should work fine under Ubuntu.

Osmium might be easier to run on macOS, however.

Ah, I think the logs from that Action run are long deleted. I probably need to look again at what is and isn't easy to get running under Ubuntu vs. macOS (including the R Github Actions).

You'd (or at least I'd) think that such high level concepts as runners wouldn't have nasty lock-ins with low level technologies. I often seem to end up putting such actions into Rake (?!), even for Python or R work.
