Ordering of items in the calendar #120

When there are multiple states/events in a single day in the calendar view on the homepage, they should be ordered like this:

  1. Events (so they always come first)
  2. Upcoming states (this only applies to the current day; upcoming states should be at the top)
  3. (Past) states

Items in each of these 'categories' should be then ordered chronologically.
