Navigation Doesn’t Have a High Enough Z-index #15

Describe the bug Other elements come in front of Navigation because it does not have a z-index at all.

To reproduce

  1. Use Navigation on a page.
  2. See elements come in front of Navigation.

Expected behavior The only thing Navigation can be behind is Overlay.
