Describe the bug
There should be some padding for the state layer of the Icon Button (btn--icon), but not the button itself.
Potential solutions
Force the state layer to be a larger percentage of the button, but set the button itself to overflow: visible. Not sure if I understand this property correctly but worth giving a try.
