Previously natives used predefined designs which were trying to mount best components (armor, sensors, etc.) based on acquired technologies. The problem is that natives don't have technologies as normal players and due to changes in starting technologies, some component types can be entirely locked behind technological requirements.
This feature splits the concept of predefined designs to design templates and true predefined designs. Design templates are what old predefined designs were, list of selectable component types whose actual level and type of non-selectable components was determined by what is available to a player. True predefined designs specify the type and level of all components on a ship.
