Fuel mechanic which limits fleet travel distance but not in standard "distance from colonies" manner. Colonies would generate fuel points (not a stockable) and ships traveling greater distance reserve greater amount of points.

Fuel point potential per planet should vary somewhat but it should be most prominent between planet types. Asteroids would give next to none, rocky planets low to medium amount, gas giants low (if not hydrogen type) or very high and stars according to available K2 technology.

Fuel consumption rate should grow linearly with fleet size but I could be super linear with travel distance to discourage but not outright prevent deep strikes with smaller detachments.

Feature as such is implemented but fuel per planet type should be handled in separate task.
