Make the project compile and run in MonoDevelop on Linux.

[x] Remove NuGet imports from project files
[x] Fix target framework and dependencies in atlas builder tool
[x] Explicitly request OpenGL version when creating context
[x] Handle "not implemented" exception when checking power status
