Currently mining works in a way that each industry point has to be matched with a point of an ore mined and there are different rates at which population mines ore and generates industry points. This causes a number of problems/complications:
Mining rate and production rate have to grow at similar rate for optimal result
Two separate sets of technologies, one for each rate that at the end of a day improve the same thing.
Lower of the two rates puts hard limit on final result
Miner abundance should be go way beyond doubling or halving mining rate in order to produce significant effect
For those reasons mining should be simplified to just an industry multiplier like in classic MoO. Poor planets have halved industry while rich have it doubled. Maybe have some technologies (like fusion reactor) give a small bonus to mineral abundance.
