Hangars and tow cabels #154

Implement special equipment for carrying/towing ships. On strategic layer they allow slower ships to travel at the speed of faster tow ships or to travel between stars. In tactical combat hangar can pick up other ships which makes them hidden from the enemy and retreat when carrier retreats.

Tactical combat abilities are not implemented, this will be postponed for future.
