Ship component descriptions #28

Currently component descriptions are displayed at two different places, 
technology library and ship designer and both use similar but separate code. 
That code should be extracted and made reusable.

Due to v0.5 code rewrite all GUI will be redesigned as well which would make 
this issue irrelevant.
