Add to settings form a way of configuring OpenGL redraw delay.
Optionally add an option to redraw as soon as possible. This can be expanded
revert to delayed rendering when the computer runs on battery (see
http://stackoverflow.com/questions/5378449/c-sharp-raise-event-on-powerstatus-ch
