Proposition for chained construction projects:
When colony or stellaris (star system) finishes building one type of
construction project it gets replaced with another. For example, "Colonization"
could increase colony population up to 30% of maximum and then be replaced by
more expensive "Urbanization" that can fill population up to 70%.
Current code base should allow processing the replacement within the same turn.
