chore: Manually update @reduxjs/toolkit and @web/test-runner #879

Updates for @reduxjs/toolkit (https://github.com/subconsciousnetwork/noosphere/pull/872) and @web/test-runner (https://github.com/subconsciousnetwork/noosphere/pull/855) have been attempted for awhile now, failing due to further configuration needed. Adding @types/mocha to orb's dev-dependencies and setting declaration: false in sphere-viewer's tsconfig fits the bill.
