Update gcc-cross and citadel-kernel recipes to work with GCC 8.x #13

Modifications are required in the gcc/gcc-cross and citadel-kernel recipes in relation to getting GCC plug-ins to compile with GCC 8.x.

Fixed with: 14e405ddbe34eb7ae9af317f0707b9d7b1dc480a

GCC 8.x plug-in kernel patches were based on work from upstream, minipli and dapperlinux.Thx!
