First I wanna tell you I'm aware of this issue and I can confirm this is annoying and I am facing the same scenario.
Then I say, the old XDM had this feature, but the latest version has removed it and I don't know the reason for that.
It would be better if we can edit the download URL after the URL get expired, We should be able to manually edit the link and resume it.
By right-clicking and selecting the property, edit the download URL (the property window of the download item gives only read-only details) or give an option to manually edit the link when using the refresh link option.
