For me on Windows 7 it's exactly the other way around. It works at the top but not at the bottom.
If I then also disable the menu it works on neither side. This is probably because the mouse pointer never "exceeds" the view and always rests inside it because the view fills the whole screen.
Also reproducable with full screen mode (f11) and menu disabled.
Tab bar is always disabled.

When working in distraction-free mode, if you try to select text and drag the cursor off the top of the screen (to select text above the current view), the page doesn't automatically scroll. Doesn't happen if you move the cursor off the bottom of the screen.
This happens with any file that I have tried. It isn't a problem in full screen or standard views, only distraction-free.
