Update rust-analyzer version to 2023-12-11 #104

One or two projects I work on have had a lot of proc-macro breakage through sublime after Rust 1.74 was released -- bumping up the RA version here seems to have fixed this locally.

If there are any other changes required, let me know and I'll do my best to chase them up.

Sorry, I've done things to it because I'm testing some CI workflows. Follow up in #106
