Adding this from chat:

Add provision for reporting a problematic community to its home instance admins.

Would allow admins to get notified about problematic communities created on their instance that they may not be aware of.

Would work and be rate-limited similarly to post/comment/DM reports (e.g. can only report it once per user).

Once this is added to the API create an issue for the front-end team to create front-end support.
