Adds listener for comment creation
Sends to consumer for federation

Lgtm. Will leave until tomorrow night for @Pdzly or @jgrim to review (or at least say they want to review it) and will then push it through (maybe I should add myself to the api group for now so I don't have to use admin rights to push these PRs through?)
