Revert to Go 1.21 and Kubernetes 1.29 #3025

This reverts to m2, that will have to be fixed after rc0 by bumping to the commit after the corresponding patches are merged in Shipyard and Admiral.

This must only be merged on the release-0.18 branch once it has been created.

Depends on https://github.com/submariner-io/releases/issues/923
