Multi-language tab links in sidebar #184

Links to headings in Multi-Language Tabs in the sidebar only work for links to headings within the current tab, but this isn't intuitive or obvious. When we have a chance, we should fix this if possible.

I tried to back-burner this in my head, but I kept bumping into it while working on the SE2 docs. I dug around a bit and realized that there are basically two ways to use the tabs in Docusaurus:

  1. Use for them for short bits of text that don't contain headings (since the headings are what generate the table of contents in the sidebar)

  2. Use them for longer content and disable the table of contents.

So not a bug and not something we need to fix!
