feat: enhance allocation, enhance displaying of withdraw, more notification. #728

Description

Add increase/decrease commission rate notification.
Add new operator notification.
Fixed a bug that cause always alert low controller balance notification.
Fixed a style issue of number input.
Enhance withdraw render.
Enhance the available allocation rounding.
