Polkadot unclear reward's destination #76

Steps to reproduce

For this Polkadot account: 12Z3Bhjn42TPXy5re2CiYz1fqMd21i2XyBLmbekbjLXrqVBV We have this event: https://polkadot.subscan.io/extrinsic/1420667-3?event=1420667-3 of 29.82 DOT reward

The last set_payee was at this transaction: https://polkadot.subscan.io/extrinsic/237362-3 with this payload: {"name":"payee", "type":"RewardDestination", "value":"Staked"}

Meaning the reward should go directly to staking balance and not to the free balance

However, looking at the balances before and after, they seem to change: value before this event is: 0.2399600033 value after this event is: 30.1869000451

Meaning the reward did go to this account, how can we know it was intended to go to the free balance and not to the staking balance

Expected output

Reward going directly to staking balance

Actual output

Reward going directly to free balance

This looks like a similar problem:

the account is set here as the controller: https://polkadot.subscan.io/extrinsic/1330504-2 to this account: 13TrsUgdF5VWHnM7diyLCGCVR6xCmEpf3uA7UAsCrqk4ExGc

But I don't see any "set_payee" to controller
