Customers are being synced to Subscribe Pro even though no subscription history. #206

Subscribe Pro Customer records should NOT be created unless subscription records will also be created.

From Chris:

We want to make sure that by default customers that do not have a SP account, and are not creating a subscription order are not created in Subscribe Pro.

A client reported that they had to implement a custom plugin to keep this from happening.

They are using a third party custom external vault, and have a connector for it. We're not sure where the issue lies, but with default functionality this does not happen.

@chrismshea I can't reproduce this issue with default settings. I tested this issue with subscription and non-subscription products with a new customer - a customer in SP wasn't created. Need detailed steps to reproduce
