Devnets aws changes

This PR updates the testing-framework for ephemeral devnets, and does the following modifications to update the scripts to match latest gemini-3h and devnet changes for:

• add IPv6 support, based on https://github.com/subspace/infra/pull/243/files
• add UDP/TCP ports
• keystore import
• add traefik proxy
• update provisioners and docker compose scripts
• add bootstrap evm node aws instance
• fix IPv6 address to associate with NIC
• add acme file
• fix keystore path
• add loki plugin

Before, we were launching this on hetzner machines, but this has been launched, tested and working on AWS for the first time.
